Official campaigns for the Kirinyaga central by election have come to a close. The last day of campaigns saw PNU and NARC Kenya candidates hold separate rallies in Kerugoya town. In the meantime, the interim independent electoral commission has assured residents that the polls will go on as scheduled.
Washington (CNN) -- The U.S. House of Representatives voted Monday to extend three provisions of the Patriot Act and Intelligence Reform bill that are due to expire next month.
The bill passed by a simple majority vote of 275-144. The same measure failed last week by a vote of 277-148, which fell short of the 284 needed to pass then because it was considered under a House rule that required a two-thirds majority. The bill extends the provisions through December 8.

Washington (CNN) -- House Majority Leader Eric Cantor criticized President Obama for failing to address entitlement reform in his budget that was delivered to Capitol Hill Monday, and pledged that the House Republican budget coming out this spring would wade into the controversial area.
Cantor promised the GOP budget blueprint would be "a serious document that will reflect the type of path we feel we should be taking to address the fiscal situation - including addressing entitlement reforms." Read more of this post

(CNN) -- Real estate mogul Donald Trump continued to stoke the fire Monday, responding to Rep. Ron Paul's criticism of the billionaire as someone who has never run for office.
During a speech at the Conservative Political Action Conference Thursday, Trump said the Texas Republican was an "unelectable" candidate for president. In an interview on CNN's "American Morning" Monday, Paul countered that he has won 11 elections. Read more of this post
(CNN) -- President Obama's spending plan is just the first step in a process that will involve no less than 40 congressional committees, 24 subcommittees, countless hearings and a number of floor votes in the House and Senate, with the aim of getting funding in place for the federal government by the beginning of the 2012 fiscal year October 1.
Congress never passed a budget for the current fiscal year, and the government has been running on a "continuing resolution," which expires March 4. House Republicans have thrown down the gauntlet over cuts to current programs and threaten to shut down the government if they don't get their way.

Shirley Sherrod's suit was filed in District of Columbia Superior Court on Friday, her attorney confirmed. The civil suit accuses Breitbart of "defamation, false light and infliction of emotional distress," according to a statement issued by the law firm representing her.
(CNN) -- The Mississippi NAACP has called on Gov. Haley Barbour to publicly denounce an attempt by a Confederacy group to honor a Ku Klux Klan leader, the organization said Monday.
The Sons of Confederate Veterans has launched the campaign to recognize Confederate Gen. Nathan Bedford Forrest on a specialty license plate.
Mississippi Gov. Haley Barbour made the case Sunday on Fox News that his career as a high-powered federal lobbyist for domestic corporations and foreign governments would be an asset if he ran for President in 2012.
Barbour may be eager to showcase his record, but one of Barbour's foreign lobbying clients could cause him some troubles in the 2012 Republican primary, if he decides to run. According to a State Department filing by Barbour's former lobbying firm, The Embassy of Mexico decided to retain Barbour's services on August 15, 2001, to work on, among other things, legislation that would provide a path to citizenship for foreigners living illegally in the United States—what opponents of immigration reform call “amnesty.”
NEW YORK (CNNMoney) -- Neil Barofsky, the Special Inspector General of the Troubled Asset Relief Program, informed President Obama on Monday that he is resigning from his position, effective March 30.
"I believe that it is the right time for me to step down and pursue other opportunities," Barofsky wrote in his resignation letter.

Washington (CNN) -- Americans now overwhelmingly believe China is the leading economy in the world, according to a new poll, a significant change from two years ago when Americans viewed the U.S. economy and that of China on roughly equal ground.
A Gallup poll released Monday indicates that 52 percent of Americans now name China as the leading world economic power, compared to 32 percent who say the United States is tops when it comes to the economy. When the same questioned was asked in 2009, 39 percent said China while 37 percent named the United States. Read more of this post
Washington (CNN) -- Some Republicans continue to hope Jeb Bush will get off the sidelines this presidential election, but a new poll out Monday indicates that President Obama would soundly defeat the former Florida governor.
According to the new survey from Fox News, Obama outpaces Bush by a 54-34 percent margin in a hypothetical head-to-head matchup. That's a significant uptick for the president from a September poll that indicated that Obama would only beat the younger brother of former President George W. Bush by a spread of eight points. Washington (CNN) -- The Democratic National Committee is out with a new web video Monday that takes aim at several of the positions advocated last week at the Conservative Political Action Conference, the high-profile gathering that serves as an early proving ground for GOP presidential hopefuls.
The 90-second video called " Past Versus Future" highlights positions as abolishing the Department of Education and the Environmental Protection Agency, repealing the health care law, and allowing people to opt out of social security. It then transitions to Democrats - including President Obama - advocating for innovation, education initiatives and job creation.

CNNMoney: Obama budget to cut $1.1 trillion in deficitsPresident Obama on Monday will propose a 2012 federal budget that the White House says will cut deficits by $1.1 trillion over 10 years. The president's request calls for a mix of strategic spending to boost U.S. competitiveness and selective belt-tightening intended as a "down payment" on serious deficit reduction, according to his budget director Jacob Lew, who spoke on CNN's "State of the Union." Full details on the budget will be released on Monday morning. So it's not clear yet where all of the estimated $1.1 trillion in deficit reduction will come from, or exactly how significant a swipe it makes at long-term deficit reduction.
CNNMoney: Obama's budget to target education Pell grantsPresident Obama's budget Monday will propose cutting $100 billion dollars from the Pell grant program and other higher education programs, but use those savings to ensure that eligible students would be able to receive the current maximum award of $5,500 per school year. Jacob Lew, director of the Office of Management and Budget, said Sunday on State of the Union with Candy Crowley that the changes would affect two areas of the Pell grant program. The proposal calls for the end to the policy where students could qualify for two grants in one year -- one for the regular academic year and a second for summer school. Only one Pell grant per year would be awarded.
